The resolution, a summary of which is published herewith, has been adopted on March 12, 2019 and the validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the City School District of the City of Newburgh, Orange County, New York is not authorized to expend money or if the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty (20) days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the Constitution.

SUMMARY OF BOND RESOLUTION

Set forth below is a summary of said resolution adopted by the Board of Education of the City School District of the City of Newburgh on March 12, 2019.

1.The resolution is entitled " "BOND RESOLUTION OF THE BOARD OF EDUCATION OF THE CITY SCHOOL DISTRICT OF THE CITY OF NEWBURGH, ORANGE COUNTY, NEW YORK (THE " "DISTRICT" ") ADOPTED MARCH 12, 2019, AUTHORIZING THE CONSTRUCTION AND EQUIPPING OF A NEW SCHOOL BUILDING AND ADDITIONS, ALTERATIONS, RENOVATIONS AND OTHER IMPROVEMENTS TO THE DISTRICT'S EXISTING SCHOOL BUILDINGS AND FACILITIES; ESTIMATING THAT THE TOTAL COST THEREOF IS $198,000,000; APPROPRIATING SAID AMOUNT THEREFOR; AND AUTHORIZING THE ISSUANCE OF $188,000,000 IN SERIAL BONDS OF THE DISTRICT TO FINANCE SAID APPROPRIATION" ".

2.Amount of Debt Obligations Authorized: $188,000,000.

3.Objects or Purposes for which the Obligations are to be issued: (i) the construction at the campus of the Newburgh Free Academy, on lands owned by the District, of an approximately 133,000 square foot Career and Technology Center building containing approximately 27 classrooms and lab spaces for specialty career education space, two gym stations and administrative and mechanical space, including site clearing of the existing athletic fields and the extension of utilities to serve such building; (ii) the construction at the New Windsor School of an approximately 18,500 square foot two-story addition to serve as new classrooms, music and art rooms, a gymnasium/auditorium and support space and, in connection therewith, the demolition of an existing three-story tower located on the northeast side of such building; (iii) the construction at the Vails Gate Elementary School of an approximately 1,540 square foot entrance canopy and an approximately 4,420 square-foot addition to serve as new classrooms, lobby and corridor and, in connection therewith, the demolition of an existing portable classroom space on the south side of such building; (iv) the construction at the Heritage Middle School of an approximately 1,975 square foot addition for an expansion of the cafeteria; (v) the construction of alterations, renovations and improvements to all existing school buildings and facilities, site improvements for various school purposes, the reconstruction of and improvements to outdoor athletic facilities and playgrounds, and other appurtenant and related improvements; and (vi) the acquisition and installation in and around the foregoing buildings, facilities and improvements of original furnishings, equipment, machinery, apparatus, and other services incidental thereto.

4.The period of probable usefulness for the object or purpose described in paragraph 3 above for which serial bonds were authorized is 30 years.
