BUDGET HEARING &

ANNUAL MEETING AND ELECTION

NOTICE IS HEREBY GIVEN BY THE BOARD OF EDUCATION OF PINE BUSH CENTRAL SCHOOL DISTRICT AS FOLLOWS:

1. That the Board of Education of the Pine Bush Central School District will hold a budget hearing for the purpose of discussion of the expenditures of funds (the budget) and the budgeting thereof proposed by said Board of Education for the school year July 1, 2019 through June 30, 2020 on Tuesday, May 14, 2019 at the Pine Bush High School, Route 302, Pine Bush, New York at approximately 7:00 o'clock p.m. prevailing time.

2. NOTICE IS ALSO HEREBY GIVEN that the Board of Education of the Pine Bush Central School District will hold the Annual Meeting & Election of all residents of the Pine Bush Central School District who qualify to vote on Tuesday, May 21, 2019, between the hours of 6:00 o'clock a.m. and 9:00 o'clock p.m. prevailing time, at the polling sites designated below when the polls will be open for the purpose of voting by machine or ballot on the following and any other propositions placed before the voters:

A. To vote on a proposition to authorize the Board of Education of said School District to expend the sums of money which will be required for school purposes for the year July 1, 2019 through June 30, 2020 and to levy the necessary tax therefore.

B. To elect three (3) members to the Board of Education at large for three-year terms. The terms of office for the three (3) available seats will be as follows: three seats for a three-year term, (July 1, 2019June 30, 2022). The terms of office for the three (3) seats that will be available as of July 1, 2019 are due to the expiration of the term of office of Lloyd Greer, Jr., Dori Johnson and Gretchen Meier, expiring as of June 30, 2019.

3. NOTICE IS FURTHER GIVEN that two Bond Propositions in substantially the following forms shall be presented to the qualified voters of the District at such Annual District Meeting and Election:

BOND PROPOSITION #1

Capital Improvement Project Base Proposal 2019 School Buildings

RESOLVED:

(a) that the Board of Education of the Pine Bush Central School District, in the Counties of Orange, Sullivan and Ulster, New York (the "District"), is hereby authorized to construct improvements and alterations to all District school buildings and sites (the "Project"), substantially as described as in the plan entitled "Capital Improvement Project Proposal 2019", prepared for the District by Clark Patterson Lee (the "Plan"), which report is on file and available for public inspection at the office of the District Clerk; including the construction of building envelope, structural and faimprovements; replacement of roofs, doors, windows, ceilings and floors; the installation/construction of security vestibules; ADA improvements; improvements to the electrical, plumbing, heating, air conditioning, ventilation, drainage, security, master clock and fire safety systems; lavatory and locker room renovations; and interior reconstruction and space reconfiguration; and parking lot, fencing, and sidewalk improvements; all of the foregoing to include the original furnishings, equipment, machinery, apparatus and ancillary or related site, demolition and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $44,875,000; provided that the estimated costs of the components of the Project as set forth in detail in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District;

(b) that $7,500,000 currently on-hand in the District's Capital Reserve Fund, heretofore approved by the voters of the District at the May 15, 2018 Annual District Meeting and Election is hereby authorized to be expended to pay a portion of the cost of the Project, and such expenditure is hereby approved;

(c) that a tax is hereby voted in the amount of not to exceed $37,375,000 to pay the balance of the cost of the Project, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by the Board of Education; and that in anticipation of such tax, the Board of Education is hereby authorized to issue bonds of the District in an aggregate amount not to exceed $37,375,000, and a tax is hereby authorized to pay the principal of and interest on such bonds; and

(d) that additional moneys in the Capital Reserve Fund, if available, not to exceed $12,500,000 in aggregate, are hereby authorized to be expended to pay a portion of the cost of the Project. Any such amounts so expended shall further reduce the amount covered by bonds and/or offset a like amount of the taxes and/or bonds herein authorized, and such expenditure is hereby approved.

BOND PROPOSITION #2

Capital Improvement Project Contingent Proposal

2019Athletics

RESOLVED:

(a) THAT IN THE EVENT BOND PROPOSITION #1 IS APPROVED, the Board of Education of the Pine Bush Central School District, in the Counties of Orange, Sullivan and Ulster, New York (the "District"), is hereby authorized to construct athletic and recreational improvements to various District school sites (the "Athletic Project") substantially as described as in the plan entitled "Capital Improvement Project Proposal 2019", prepared for the District by Clark Patterson Lee (the "Plan" ), which Plan is on file and available for public inspection at the office of the District Clerk, including (as and where required): the construction of new athletic and playing fields; new track construction and resurfacing; the construction of new bleachers and a press box; bullpen, scoreboard, fencing and lighting improvements; and backstop replacements; all of the foregoing to include the original equipment, machinery, furnishings, apparatus, and all ancillary, site and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $9,100,000; provided that the estimated costs of the components of the Athletic Project as set forth in detail in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District;

(b) that a tax is hereby voted in the amount of not to exceed $9,100,000 to pay the cost of the Athletic Project, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by the Board of Education;

(c) that in anticipation of such tax, the Board of Education is hereby authorized to issue bonds of the District in an aggregate amount not to exceed $9,100,000, and a tax is hereby authorized to pay the principal of and interest on such bonds; and

(d) that if this Bond Proposition #2 is approved, it shall become effective only in the event that Bond Proposition #1 is approved.

Such Bond Propositions shall appear on the ballots to be inserted in the voting machines used for voting at said Annual District Meeting and Election in substantially the following condensed forms:

(a) That the Board of Education of the Pine Bush Central School District, in the Counties of Orange, Sullivan and Ulster, New York (the "District"), is hereby authorized to construct improvements and alterations to all District school buildings and sites (the "Project"), substantially as described in the plan entitled " Capital Improvement Project Proposal 2019" prepared for the District by Clark Patterson Lee, and to expend $44,875,000 therefor; (b) that $7,500,000 currently on-hand in the District's Capital Reserve Fund, heretofore approved by the voters of the District at the May 15, 2018 Annual District Meeting and Election, is hereby authorized to be expended to pay a portion of the cost of the Project, and such expenditure is hereby approved; (c) that a tax is hereby voted in the amount of not to exceed $37,375,000 to pay the balance of the cost of the Project, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by the Board of Education; and that in anticipation of such tax, the Board of Education is hereby authorized to issue bonds of the District in an aggregate amount not to exceed $37,375,000, and a tax is hereby authorized to pay the principal of and interest on such bonds and (d) that additional moneys in the Fund, if available, aggregating not to exceed $12,500,000, are hereby authorized to be expended to pay a portion of the cost of the Project, and any such amounts so expended shall offset a like amount of the taxes and/or bonds herein authorized, and such expenditure is hereby approved.

BOND PROPOSITION #2

Capital Improvement Project Contingent Proposal 2019Athletics

RESOLVED:

(a) THAT IN THE EVENT BOND PROPOSITION #1 IS APPROVED, the Board of Education of the Pine Bush Central School District, in the Counties of Orange, Sullivan and Ulster, New York (the "District"), is hereby authorized to construct athletic and recreational improvements to various District school sites (the "Athletic Project"), substantially as described in the plan entitled "Capital Improvement Project Proposal 2019" prepared for the District by Clark Patterson Lee, and to expend $9,100,000 therefor; (b) that a tax is hereby voted in the amount of not to exceed $9,100,000 to pay the cost of the Athletic Project, such tax to be levied and collected in installments in such years and in such amounts as shall be determined by the Board of Education; (c) that in anticipation of such tax, the Board of Education is hereby authorized to issue bonds of the District in an aggregate amount not to exceed $9,100,000, and a tax is hereby authorized to pay the principal of and interest on such bonds; and (d) that if this Bond Proposition #2 is approved, it shall become effective only in the event that Bond Proposition #1 is approved.

4. NOTICE IS ALSO HEREBY GIVEN that the place in each election district where said Annual Meeting & Election will be held on May 21, 2019 between the hours of 6:00 o'clock a.m. and 9:00 o'clock p.m. prevailing time, is as follows:

5. NOTICE IS ALSO HEREBY GIVEN that additional questions or propositions may be submitted to appear on the ballot in accordance with the Education Law 2035 provided a petition in proper form relating thereto is filed with the Clerk of the School District in accordance therewith no later than April 22, 2019, except those required to be placed in the Notice of Annual Meeting & Election.

6. NOTICE IS ALSO HEREBY GIVEN that a statement of estimated expenses for the ensuing year will be completed and copies made available on the school district website, in the District Office, and each school building in the district in which school is maintained between the hours of 9:00 o'clock a.m. and 3:00 o'clock p.m. prevailing time, during the fourteen days (14) immediately preceding the Annual Meeting & Election, except a Saturday, Sunday, or Holiday, together with the text of any resolutions which will be presented to the voters. Copies of the statement of estimated expenses and text of any resolutions will also be made available at the Budget Hearing and at each of the polling sites set forth above on the same day of the Annual Meeting & Election.

7. NOTICE IS ALSO HEREBY GIVEN that candidates for the office of three (3) members of the Board of Education for three-year terms, shall be nominated by petition and each petition must be directed to the School District Clerk and shall be signed by at least 25 qualified voters and shall state the legal residence of each signer and the name and residence of the candidate. Petitions nominating candidates for the office of member of the Board of Education must be filed with the office of the Clerk of the District between 9:00 o'clock a.m. and 5:00 o' clock p.m., prevailing time, and no later than 5:00 o'clock p.m. on April 22, 2019.

8. NOTICE IS ALSO HEREBY GIVEN that applications for absentee ballots for election of Board members and voting on propositions may be applied for at the office of the Clerk of the District. If the ballot is to be mailed to the voter, the completed application must be received by the Clerk of the District not later than 4:00 o'clock p.m. prevailing time, seven (7) days before the annual election. If the ballot is to be delivered personally to the voter, the completed application must be received by the Clerk of the District no later than 4:00 o'clock p.m. prevailing time, one day before the Annual Meeting & Election. A list of all persons to whom absentee ballots shall have been issued will be available for public inspection in the said office of the Clerk on each of the five (5) days prior to the day of the election except Sunday.

9. NOTICE IS ALSO HEREBY GIVEN that pursuant to Section 2014 of the Education Law, personal registration of voters is required, and no person shall be entitled to vote at said Annual Meeting & Election to be held May 21, 2019, whose name does not appear on the register of said School District as hereinafter provided, except a person who is otherwise qualified to vote and registered with the County Boards of Elections as qualified to vote at the general elections will be eligible to vote in the school election.

The District shall prepare a register for said Annual Meeting & Election, which shall include all persons who shall have presented themselves personally for registration for any Annual Meeting & Election or Special School District Meeting and who shall have voted at any Annual or Special School District Meeting or Election held or conducted at any time during the 2015, 2016, 2017, 2018 calendar years. Qualified voters of the Pine Bush Central School District may register at the office of the District Clerk of the Pine Bush Central School District, 156 Route 302, Pine Bush, New York 12566, on any school day between the hours of 8:30 AM and 4:30 PM up until May 9, 2019. Qualified voters can also register in any of the District school buildings during regular school hours up until such date. In addition, personal registration will be conducted on May 9, 2019 between the hours of 4 p.m. and 8 p.m. in the District Office. Further, any qualified voter can register with their respective County Board of Elections at any time prior to voting in a school election.

10. NOTICE IS ALSO HEREBY GIVEN that the register of the School District will be filed in the office of the School District Clerk at the Administration Office of the Pine Bush Central School District, Route 302, Pine Bush, New York where the same will be open for inspection by any qualified voter of the District between the hours of 9:00 o'clock a.m. and 5:00 o'clock p.m., prevailing time, on each of the five (5) days prior to said Annual Meeting & Election, except Saturday, May 18, 2019, when the register will be available for inspection, by appointment, between the hours of 9:00 o'clock a.m. and 12:00 o'clock noon. The register will not be available for inspection on Sunday, May 19, 2019.

11. AND NOTICE IS ALSO HEREBY GIVEN that members of the Board of Registration for each election district shall also meet on Tuesday, May 21, 2019, between the hours of 6:00 o'clock a.m. and 9:00 o'clock p.m. prevailing time, at the place herein above designated as the place in each election district where the Annual Meeting & Election will be held for the purpose of preparing a register of the School District for each election district for meetings or elections held subsequent to the Annual Meeting & Election.
