If you were looking forward to summer workouts beginning when the Mid-Hudson region hit Phase 4, you may want to pull back your expectations.

Robert Zayas, executive director of the New York State Public Association announced in a memo on Friday that schools will continue to be “prohibited” from hosting “school activities” and sports on campus until further notice.

However, they can allow outside groups access to their fields.

“I realize this information is frustrating for many schools, coaches and student-athletes who planned to start on-campus conditioning workouts upon entering Phase 4,” Zayas said in the memo. “However, as you know these are challenging times for everyone and decisions are made to protect and prevent future outbreaks.”

Central New York, the Finger Lakes, Mohawk Valley, the North County and Southern Tier entered Phase 4 on Wednesday, June 24. The Mid-Hudson region is expected to enter Phase Four on Tuesday, July 7.

The NYSPHSAA had previously released guidance indicating summer workouts would be able to begin once the region hit Phase 4.

Previous guidance would have allowed summer workouts if districts had been permitting campus faculties open to students and faculty and New York state recommended social distancing and safety protocols be implemented in a safe and appropriate manner.

Even though they can allow access to outside groups, the memo indicated schools should restrict access to their fields or grounds if they do not have essential personnel to ensure current restrictions on gathering size and cleaning protocols are followed.

Under Phase 4 guidance, social gatherings of up to 50 people are allowed and indoor and outdoor arts venues can reopen, with social distancing and face covering requirements in place.

Gov. Andrew Cuomo also revealed on Thursday that malls, movie theaters and gyms will not be allowed to open with the beginning of Phase 4.
