ADVERTISEMENT FOR BID

Separate sealed bids on the forms prepared by the Engineer will be received by the Village of Maybrook at the office of the Village Clerk, Village of Maybrook, 111 Schipps Lane, Maybrook New York 12543 until 10:00 A.M. local time on May 10, 2024 for the "Sanitary Sewer Lining for Village of Maybrook HUD Grant FY 2023", in accordance with Drawings, Specifications, and other Contract Documents prepared by Hoffman Engineering at which time and place they will be publicly opened and read aloud.

The project consists of relining gravity sanitary sewer mains complete with before and after videotapes, reestablishing service connections and cutting intruding services and root balls.

Plans, Information for Bidders, Specifications, and Contract Documents for the proposed work are on file and publicly exhibited at the Village of Maybrook Village Hall, 111 Schipps Lane, Maybrook, New York 12543, Telephone Number (845) 4272717.

Copies of the Contract Documents may be obtained from the Village Clerk, 111 Schipps Lane, Maybrook, New York 12543 (8454272717 Ext. 201 or DGriffithvillageofmaybrook.com).

Contractors shall provide their names, correct mailing address, phone numbers and E-Mail address upon receipt of same.

Each bid shall be accompanied by an acceptable form of Bid Guarantee in an amount equal to at least five (5) % of the amount of the Bid, payable to the Village of Maybrook as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Payment Bonds and Insurance within ten (10) days after the award of the contract.

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG) CFDA 14.218 with funds obtained from the U.S. Department of Housing and Urban Development (HUD). All bids must meet the requirements of the General Municipal Law of the State of New York and all other applicable federal, state and local statutes. All federal CDBG requirements will apply to the contract. Strict compliance with all Federal Labor Standards is mandatory. Prevailing wages established under the Davis-Bacon Act will apply to this contract. New York State law requires that the contractor pay the higher of New York State prevailing wages or Davis-Bacon, for each class of worker. The awarded contract will contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, MBE and WBE outreach and participation, and 2 CFR Part 200. OWNERS RIGHTS RESERVED:

The Village of Maybrook, hereinafter called the Owner, reserves the right to reject any and all Bids and to waive any formality or technicality in any Bid in the interest of the Owner.

STATEMENT OF NON-COLLUSION:

Bidders are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York and an Iran Divestment Act Certification.

Attention of bidders is particularly called to the requirement as to conditions of employment to be observed and the minimum wage rates to be paid under the Contract, Segregated Facilities, Section 109, and Executive Order 11246. The requirements for Bidders and Contractors under this order, which concerns non-discrimination in employment, are further explained in the Contract Documents and Attachments. Bidders are also required to comply with the provisions of Section 291299 of the Executive Law of the State of New York.
