Lloyd Town board debates hiring of full-time clerk

At the town board meeting in Lloyd on June 5, the board could not come to a unanimous decision on hiring a full-time Senior Account Clerk/Typist for the Water and Sewer Department.

The board was set to pass a resolution on hiring Billie Jo Jenkins as a part-time typist for the department.

The Water and Sewer Department in Lloyd hasn’t had a full-time typist for the past six years. At the beginning of the fiscal year, the Lloyd town board budgeted for a full-time typist but didn’t create the position, the position was budgeted for just in case the department felt they needed a full-time typist. The salary for the full-time typist was set at $19.50 per hour, and the salary for a part-time typist is $15.23 per hour.

When the topic was brought up for resolution Council Member Lenny Auchmoody wanted to have a discussion before voting, asking why the department wants a part-time typist instead of a full-time one and advocating for the position to be turned into full-time. Council Member Joseph Mazzetti was in disagreement saying that full-time isn’t necessary and now wasn’t the time to discuss it because it had already been decided, and the two went back and forth.

The department is running smoothly and there’s no point in burdening taxpayers if part-time suffices, Mazzetti said. The money that was budgeted for the position and not used would go back into general funds and reserves.

“We have learned how to work with what we have and we have cross-trained employees,” Adam Litman, the Water and Sewer Administrator, said.

The resolution to hire a part-time typist passed with all council members in agreement except for Auchmoody.

Another resolution that sparked some controversy was if $50,000 should be transferred from the Recreation reserve to the Capital fund expense line 50-06-73 10-40 for field maintenance at Tony Williams Park. The field maintenance would include resurfacing the basketball court and the tennis courts. Some council members expressed that they weren’t sure if this was really necessary.

The recreation director, Frank Alfonso, has been coming to the board for a while now about these issues, and the town doesn’t want the courts to get so bad that it reflects badly on the town, according to Mazzetti. If the funds were not transferred they would stay in the recreation reserve to be spent on other recreational activities in the town. The resolution passed with all council members in agreement.

The last resolution to pass was the use of the Hudson Valley Rail Trail by St. Augustine’s Church on Saturday, June 22, as the launching site for their firework display for the St. Augustine Annual Bazaar.

Some rules they are expected to follow are safety rules like having an ambulance on site, and having the fire department on standby. They are also expected to clean up all of the debris by eight a.m. the next morning, and there should be no alcoholic beverages on site.

With some discussion on how the Bazaar has gone the last couple of years and if they followed the rules, the resolution was passed with all council members approval.
