Town of Newburgh considers Young subdivision

The Town of Newburgh Planning Board considered a Middle Hope subdivision at last Thursday’s planning board meeting.

The meeting started off with a public hearing for the Young Subdivision, a four lot subdivision. The Young Subdivision is located at 50 Millhouse Road in an AR zone. The subdivision is designated as section 8, block 1, lot 52.2 on the town’s tax maps.

The subdivision is represented by Engineering & Surveying Properties, P.C.
It is proposed that the subdivision is built from two existing parcels, resulting in two new residential lots. The project involves parcels of property located in the Town of Marlborough. It is designated on Marlborough’s tax maps as section 108.004. block 5 lot 20.21 and 20.3. The total composed parcel size is 10.69 acres.

Portions of the lot located in each of the towns will be legally bound together through filed documents in each county.

Last Thursday’s public hearing was the second public hearing for the project. Marlborough’s planning board also held a public hearing in May. After the public hearing the Town of Marlborough declared a negative declaration under the state environmental quality review act, and a written elaboration of the negative declaration was issued.

Due to the project’s proximity to the Gomez Mill House, it was declared a type-1 action. Marlborough served as lead agency for the environmental review of the project. The project spans the county and town lines.

Joseph Smyth, a resident of 71 Millhouse road, commented on the project. Smyth also attended the first public hearing for the project. He raised concerns over drainage and flooding issues on Millhouse Road. He said these problems result from the young property.

“This runoff, it does flood the road,” said Smyth. “It does flood my property, I know it’s a concern to other residents.” He said that the property creates large standing pools of water that are a safety concern for many.

“I’m not against the element of the property,” said Smyth. “I’d just like to see drainage for the road and safety of the fellow residents and vehicles passing, and that’s about it.”

The project plans to work with the Marlborough Highway Superintendent and the Town of Newburgh on the drainage issues. The majority of the project lies in the Town of Marlborough on the roadway.

A public hearing will be held for the subdivision after additional information is cleared up for it.
