Work at Milton park forges ahead

Marlborough Supervisor Al Lanzetta said last year the Highway Department began grading work at the Milton Train Station Park. With the recent warm weather, the project has commenced again, starting with creating a Gateway entrance/pathway off of Watson Avenue that will provide pedestrians with a safe walk down to the Milton Train Satin and over to the landing by the Hudson River.

Lanzetta said a previous grant was revisited and “straightened out,” leaving $98,000 available to the town. After contacting the NYS Parks & Recreation and successfully negotiating two grant extensions, Lanzetta brought in John Behan, of the Behan Consulting, to design the park. Lanzetta is hoping to see the park finished by the end of 2020.

Lanzetta thanked the Highway Department for doing a “marvelous job” with excavating, grading and removal of a very large concrete slab last year and in its place installing two huge drainage pipes, “so you could actually walk over and you could be in the area where the concrete was; they’re moving forward on it.”

After this initial work is accomplished Lanzetta will send out Requests for Proposals [RFP] for the new gateway and walkway path.

Lanzetta said any of the work that is being done by the Highway Department is calculated in a formula to help meet the town’s 50% share of the overall project.

Lanzetta said replacing the southern pier is also underway. The Town received a grant for $313,000 from the NYS Department of State for this project and also approved a $1,578,648 bid from the Arben Group last December. To pay the balance, the town secured a $1.2 million bond. Lanzetta said they are hoping to also complete the pier this year.

“There is no fixing the pier; everything is basically going to be removed except maybe some pilings but I think there is going to be about 56 or 60 new pilings,” he said.

Lanzetta said Arben Group will be operating from a barge offshore as they replace the pier instead of establishing a staging area on land.

Lanzetta is also conferring with CSX on their installing a safe track crossing for pedestrians.

“Last I heard everything is going forward and they are doing the design,” he said. “They have committed $576,000 for it and they are working in conjunction with the Department of Transportation.”

Lanzetta said CSX has two years to complete this crossing but he anticipates a start sometime this year and a completion by 2021.“Everything seems like it’s coming together; it’s just a matter of time,” he said.
