Documents affirm payments went to councilman’s son

Documents received under a Freedom Of Information Law [FOIL] request clearly show that Jay Farrelly, son of sitting Plattekill Town Councilman Larry Farrelly, was paid $3,500 for his labor on the Plattekill Police Extension project when everyone else involved worked on a volunteer basis. Town records show that two vouchers were submitted by Jay Farrelly and both were signed by Town Supervisor Joe Croce, Councilman Mike Putnam and one by his father Larry Farrelly.

The town released a copy of the 1099 that was sent to Jay Farrelly in 2016 verifying that he was paid $3,500.

In addition, receipts show that framing supplies and other related materials totaling $6,480.43 were purchased from and delivered by the Rosendale-based company ProBuild and not by Farrelly.

At the July 1 Town Board meeting the Southern Ulster Times asked Supervisor Croce if 1099s were issued to individuals for labor.

“A 1099 is issued to an independent contractor that does work for anybody. If it’s more than $600 they can be issued a 1099 and Mr. Farrelly was issued a 1099. We made out checks for him so we had to issue him a 1099,” he said. “What Mr. Farrelly did with the money [$3,500] I don’t know.”

Police Chief Joe Ryan has stated that Police Seizure money was used to pay for the extension. He surmised that Jay Farrelly had to hire other workers to assist him when some of his officers were unavailable but FOIL officer Donna Hedrick confirmed that no other 1099s or checks were issued from the town to any other individuals for work at the station.
