Marlborough accepts Solar Array bid

Last week the Marlborough Town Board accepted a bid for a solar array system from Nexamp Solar LLC, slated to be built at the site of the town landfill off Baileys Gap Road. The company projects the size of the project at 1,250 kW AC and 1,631 kW DC.

The 35 year lease agreement has Nexamp Solar paying the town $237,921 in revenues over the life of the project. Presently, the town budgets $58,000 annually for their electric costs and a credit sales agreement with the company will save the town $9,321 in the first year and over the 20 year contract period the town expects to save a little more than $200,000.

Nexamp will offer a 30 day priority period for Marlborough residents to enroll in their community solar program that will result in a 10% monthly discount on their electric bills. The company states there will be a simple contract with no credit checks and no cancellation fees.

Final design, survey work and the formation of a development team to select a civil engineering firm will begin in December and run through February 2020.

Between February and May, surveys will be completed, followed by a review of the draft plans and submission of applications to the Town Board.

From May to September 2020 the permitting process will take place to meet the provisions of the State Environmental Quality Review Act. There will be a minimum of 4 hearings before the Town and Planning Boards as well as a public hearing.

From October to November 2020 the project plans will be finalized, construction bids will be sent out and firms selected. Within this time fame there is a 3 week period when the New York State Energy, Research and Development Agency will review and approve the award and 2 weeks for the finance committee to weigh in with their approval.

Actual construction is expected to begin in December 2020 and be completed by mid 2021.
