Work to be done at each school

At a Pine Bush Central School District Board of Education meeting last month, Michael Pacella, assistant superintendent for business, provided updates to the district’s capital improvements project.

The project entails building conditions survey work at each of the schools in the district. In addition, the roofing at each school will be improved and generators will be purchased. Vestibules will be secured and building envelope masonry repairs will be made to windows, exterior doors and repointing. Site work will be done at each of the schools and Circleville Elementary School (CES) will see its boiler replaced. Upgrades will be made to the air handling units. Locker rooms will see renovations and the ceilings at Circleville Middle School (CVMS), CES and Pakanasink Elementary School (PAK) will be replaced. Ceilings will also be replaced at the high school in addition to the science, technology, engineering and mathematics lab. The pool equipment at the Pine Bush High School pool will also be replaced.

Pacella noted that for the most part, the project is moving along as planned.

“We’re pretty much on target,” Pacella said.
There is approximately $24 million of hard cost work (excluding the emergency generators, roofing and site work) to be completed in three years. Approximately $15.5 million is in phase two, which includes the group one schools of Pine Bush High School (PBHS), PAK, Circleville Middle School (CVMS) and CES. In addition, the improvements to Crispell Middle School (CRSP), EJ Russell Elementary School (EJR) and Pine Bush Elementary School (PBE) cost approximately $8.5 million and are planned to be done as part of phases three and four. This means the district will need to complete approximately $8 million per year in 2021, 2022 and 2023.

The design, permitting, bid/award and construction of the four roof projects at CVMS, EJR, PAK and PBHS were completed in 2020 as well as the emergency generator project at PBE. The PBHS emergency generators have not yet been received by the electrical contractor. Installation will likely take place during the district’s April break. The design, estimating and permitting for the group one schools were also completed last year as part of phase one.

Phase two of the project is scheduled to be completed this year and calls for the bid, award and start of construction for the group one schools. The design, estimating and permitting for the group two schools, CRSP, EJR and PBE is also a part of this phase. Under phase two, the district determined that one set of prime contracts will be used for all group one schools. Estimated total hard cost for the group one schools (minus the emergency generators, roofs and site work) is $15.5 million. Site work is being procured via the State Contract Coop Program. Estimated total hard cost for the site work for the group one schools is $5 million.

Phase three is expected to be completed in 2022. This phase includes the bid, award and start of construction for group two schools. The completion and close-out of CES and PAK projects are also featured in this phase, as is the continuation of construction of CVMS and PBHS projects. The design process for the preparation of the plans and specifications for the group two schools is underway. The Central Design Committee and Building Advisory Committee for Capital Review will be engaged for input in various scopes of work (secured vestibules, circulation and site planning, etc.) The Pike Company will be preparing design development and construction cost estimates for these schools.

The final phase of the project is scheduled to be completed in 2023. In this phase, the construction work for the CRSP, EJR, PBE, CVMS and PBHS projects will be finished and closed-out.

The district’s architect CPL, Construction Manager Pike Company and owners representative, AD Planning & Management, Inc. have reviewed the proposal dated Feb. 4, 2021 submitted by Smith Site Development, LLC. After review and consultation with the Central Design Committee and the district’s counsel, they recommended that the site work contract for group one schools be awarded to Smith Site Development, LLC. At the board of education meeting on March 9, the board unanimously approved the contract. The general contractor will be paid $4,950,000 for their efforts.
