Code is lacking with regards to apartment complexes

The Cornwall-on-Hudson village code is clear when it comes to Airbnbs. The owner either has to be on premises or has to name someone within the village who can respond quickly in the event of an emergency.

The same, however, does not currently apply to apartment complexes. The issue came about when a resident complained about a lack of heat due to a problem with the building’s boiler.

Code Enforcement Officer Manny Carmona is expected to make a recommendation for the board to consider.

In other news from the most recent Village Board meeting:

Bridge repair. Going with a different type of piping will save the village roughly 50 percent of the original $80,000 to $100,000 cost to repair the bridge on Partridge Road. What remains to be completed is one side of the stone wall and repaving which will take place in the spring.

Tax exemptions. At its last business meeting, the board held four public hearings regarding offering tax exemptions to veterans, volunteer emergency services personnel, disabled individuals, and senior citizens. No members of the public spoke and the board proceeded to pass individual resolutions to amend village code. Members of each of these groups will now receive an exemption of a certain percentage of the assessed value of their homes.

Sewer fees. Payment of sewer fees have been moved to earlier in the year rather than later for owners of multifamily homes and commercial properties. This will allow the village to relevy any unpaid taxes in a timely fashion.

Bucket for case loader. Department of Public Works Superintendent David Halvorsen requested authorization to purchase a second bucket, at a cost of about $24,000, for the case loader acquired last year. The additional attachment wasn’t included in the original purchase, but rather the board agreed funds from the sale of surplus equipment could be used for the attachment.

Churchill Street. After back-and-forth discussions with residents, the board finally approved a resolution to amend a local law modifying no parking areas on the west side of Churchill Street. Parking will be prohibited from Spruce Street south 65 feet, as well as from Spruce Street south from 90 feet continuing through 185 feet.

Appraisal. A $10,000 contract was awarded to Beckman Appraisals, Inc. to appraise the Catskill treatment plant. The plant, which treats water off the Catskill Aqueduct hasn’t been online in four years and would require upgrades if it’s ever brought back online. The board’s goal is to seek an appraisal downgrade to reduce the property taxes paid to the town and school district.

Trail. The board passed a resolution declaring itself as lead agency with regards to the Dock Hill Road connector trail. The proposal entails constructing a 2,500 linear foot trail from Donahue Farm to Donahue Memorial Park. It will also connect with the Cornwall connector trail which will run down Hudson and Main Streets. The project was approved as part of the NY Forward Grant.

Riverfront parking. It is possible for one person to affect change. Two months ago Cornwall High School senior Charlie Honus appeared before the board to pitch an idea allowing students to park at the riverfront park for free. The mayor and trustees discussed the proposal and agreed to allow one free parking permit per local family that has a high school or undergraduate student of driving age.

NY Class. The village invested and has earned $33,000 in interest on $800,000 from its general fund, but its auditor is recommending holding onto three months’ worth of bills and investing the rest of the $2 million currently in the general fund. The board was a little hesitant on that front but agreed to invest $1 million from the water fund and $600,000 from the sewer fund.
