The Lloyd Town Board approved the expenditure of $4,689,500 to make various improvements and upgrades to the town’s Water Filtration plant. The resolution states that this will include, “any and all necessary furnishings, equipment, machinery, apparatus, installation, appurtenances...at the estimated maximum cost, including preliminary costs and costs incidental thereto.”
Lloyd had the engineering firm of Brinner & Larios of Kingston prepare a map, plan and report for the project and estimated that the improvements will cost $4.6 million.
The resolution further sates that the town is expecting that all or part of the costs will be financed through the New York State Environmental Facilities Corporation in accordance with the Water Infrastructure Improvement Act [WHA].
The resolution notes that a bond, if needed, will be paid for, “from charges collected through water metering and/or the assessment and levy and collection of assessments upon the several lots and parcels of land within the [water] district in the same manner and at the same time as other town charges.”
Lloyd Supervisor Dave Plavchak said the town had to approve this resolution by September 29 so they can apply for a Consolidated Funding Application grant for the project. He said, if approved, this may cover between 60 to 80 percent of the improvements. He also submitted another grant application for $3.8 million through the Congressional Block Grant Program.
“The block grant would be at 100 percent of what I asked for, but you’re only allowed to ask for up to 80% of the project and it’s $4.68 million, so I asked for $3.68 million,” he said.
Plavchak said that if these grants are not approved, he would not move forward with these improvements.
