Last week the Lloyd Town Board voted to enter into an agreement with DVM Industries to furnish and install four new Level II EV charging stations. There are no upfront cost to the town and DVM will own and operate the stations for 10 years, while licensing the units to the town for usage. After 10 years the stations and their associated hardware will be transferred to the Town of Lloyd as the owners at no cost.
The EV users will be charged a $3 plug-in fee, which is new, as well as $0.35 cents per kilowatt for charging their vehicle. Payments will be processed through software that accept credit cards, with a 10% fee deducted from the total to cover the credit card processing and reporting to Central Hudson and the balance of the fee going to the town as a franchise fee to offset the cost of the electricity for these charging stations.
DMV will be replacing the town’s current ones – two at the Rail Trail Pavilion and two more at the town field – with new stations.
Treatment Plant Generator
In other news, the Town Board authorized the Supervisor to sign an agreement with CPL to provide engineering services for design, bidding and construction administration of the proposed Water Treatment Plant generator.
The Town Board broke out the costs: to prepare construction plans and details $50,000; to prepare specifications and bid documents $19,975; for bidding assistance $3,000 and to perform a construction inspection and administration $30,000. If the town has the company do all but the last item the total cost is $72,975.
Bonds Issued for Truck Purchases
The board passed a resolution to authorize the issuance of bonds in an amount not to exceed $450,000 to finance, in part, the purchase of two trucks for the Highway Department. The resolution notes, however, that the cost for the two trucks includes preliminary costs, incidental costs and financing, which brings the total to $540,000. It goes on to state that the, ‘plan of financing includes the expenditure of $90,000 in available funds to pay a part of the appropriation, the issuance of bonds of the town in the principal amount of $450,000 to finance the balance and the levy and collection of taxes on all real property in the town to pay the principal of the bonds and the interest.
Village in Hudson Valley Maintenance Plan
The Town Board approved an Operation and Maintenance Plan for the Village in the Hudson Valley. Councilman Mike Guerriero was the sole no vote on this resolution.
The in-progress project is located on the west side of Route 9W, opposite the Bridgeview Shopping Plaza.
The Maintenance Plan calls for routine inspections, infrastructure maintenance, exterior maintenance, landscaping and grounds-keeping, safety and security, waste management, tenant communication, contractor management, documentation, feedback and improvement from homeowners. The resolution states that this plan, “shall be utilized by all parties to facilitate the improvements and other conditions required in the Planning Board’s approval.
