On September 16, 2022, at approximately 2:34 p.m., a state trooper observed a 2015 BMW-328i traveling on State Route 84 in the town of Newburgh in violation of numerous vehicle and traffic laws and with a fraudulent Georgia temporary license plate. The trooper initiated a traffic stop and observed five individuals in the vehicle. The operator of the vehicle was identified as Richie D. Guillaume, age 22 from Bloomfield, NY. The four passengers were identified as Rayon Thomas, age 25 from Paterson, NJ, Gerson A. Polanco, age 25 from Passaic, NJ, Francisco Tejada-Vargas, age 24 from Sleepy Hollow, NY, and Jaquil T. Tucker, age 22 from Warwick, NY.

A search of the vehicle yielded a loaded Glock 27 pistol, multiple forged checks, stolen debit cards, $10,000 cash, a stolen United State Postal Service key, and numerous bank receipts for cashing forged checks totaling over $50,000.

Guillaume was processed for Criminal Possession of a Weapon second degree, one count of Possession of a Forged Instrument second degree, and 2 counts of Possession of a Forged Instrument first degree.
Polanco was processed for Criminal Possession of a Weapon second degree, and 2 counts of Possession of a Forged Instrument first degree.

Thomas was processed for Criminal Possession of a Weapon second degree, and 2 counts of Possession of a Forged Instrument in the first degree.

Tejada-Vargas was processed for Criminal Possession of a Weapon second degree, and 2 counts of Possession of a Forged Instrument, first degree.

Tucker was processed for Criminal Possession of a Weapon second degree, 2 counts of Possession of a Forged Instrument first degree, Criminal Possession of Stolen Property fourth degree, and Criminal Possession of Stolen Property in the fifth degree.

All five were arraigned in front of Judge Owen and remanded to Orange County Jail on $7,000 Cash Bond/ $20,000 Insurance Bond/ $40,000 Partially Secured Bond.
