Brooklyn men charged in April shooting on Lander Street

Dwayne Hines and Romaine McRae of Brooklyn were arrested on July 12 and each charged with Murder in the Second Degree and Attempted Murder in the Second Degree. Hines and McRae were the two men responsible for the death of Shane Lawrence and injury of Richard Herring. Both of these victims were part of the RUPCO staff and were shot on Lander Street on the morning of April 24.

City of Newburgh Police Commissioner José Gomérez addressed members of the media on Friday, July 14 during a press conference alongside Orange County District Attorney David Hoovler, Mayor Torrance Harvey, Chief of Staff Mike Neppl, Police Chief Anthony Geraci and members of New York State Police, the New York Police Department and the Hudson Valley Crime Analysis Center. Three months of investigative work led to the arrest of the two criminals.

“I am here to provide you with an update on the tragic shooting incident that took place on April 24 2023. Approximately 8:40 a.m., our dedicated police officer responded swiftly to the location [Lander Street] and they discovered two victims who lives were forever altered,” said Gomérez. “Tragically, one of the victims succumbed to his injuries before help could arrive, 41-year-old Shane Lawrence. The other victim, 50-year-old Richard Herring was immediately transported to St. Luke’s Hospital, where he received urgent medical attention. Regrettably, the injuries he sustained have left him paralyzed from the waist down forever changing the course of his life.”

Hoovler took the opportunity to thank the city police department leadership and detectives for their work in solving the case and other agencies before providing a legal narrative. “Both individuals in this case are innocent until proven guilty. At the time of their arrest, they were charged with murder in the second degree, attempted murder in the first degree and related offenses. They have since been indicted for those offenses,” said Hoovler. “They face up to 25 years to life.”

According to Hoovler, the case was solved by the detectives using street camera footage, body camera footage and cell phone evidence. “It was just a flat out execution ambush,” said Hoovler. “It is my hope that these individuals are brought to justice.”

“Our city will never be defined by these despicable acts. Instead, our city will continue to be defined through community and justice and unwavering progress,” said Neppl.

“I’m here to also bring congratulatory remarks to the law enforcement officers, men and women in uniform. It’s important to bring relief to the families, particularly those families who are victims of gun violence,” said Harvey.
