Kings Hill project draws concern

Traffic and speeding concerns and the future usage of the property were brought forward during a public hearing on Thursday, October 5 at the Town of Newburgh Planning Board meeting. The project site is located on property that borders the Town of Montgomery on Kings Hills Road.

Planning Board Attorney Dominic Cordisco addressed the public, stating that commentators were asked to provide their name for the stenographer for the record and that the applicant would provide a brief overview of the project.

Engineer John Nosek of Nosek Engineering and Andy Bell of Vantage Construction appeared before the board to present the project for public comment. “What we’re looking to do is we are proposing to subdivide four lots plus the remaining lot parcel of approximately 83.2 acres for new single-family residential building lots.” said Nosek. “All four will have access onto Kings Hill Road with combined driveways to limit the number of curb cuts onto Kings Hill Road. These lots will be serviced by individual subsurface septic systems.”

Two common driveways, acceptable by the town highway superintendent, are proposed to serve the four residential lots which will be along Kings Hill Road. The project is located in the town’s R1 Zoning District and was required to hold a public hearing on the project. All residential lots are proposed to be served by individual wells and subsurface sanitary sewer disposal systems. Nosek noted that there were no future plans for the site, and with federal wetlands delineated on the site, no construction has not been proposed near those wetlands.

Comments from neighbors of the site drew concerns mainly with traffic, as cars and other vehicles tend to travel at high speeds along Kings Hill Road. However, the concerns with traffic controls was not a matter that would be addressed by the planning board, but rather the town board. With the approvals, a common driveway maintenance agreement would be required, payment of recreation fees and other coverages required under the New York State Department of Transportation Stormwater State Pollutant Discharge Elimination System (SPDES) Permit would need to be submitted to the town.
