Newburgh replaced parking meters

Recently the City of Newburgh replaced its parking meters with a device that allows you to pay for the parking space either by cash or by credit or debit card. You get a printed receipt. I have several problems with it. The cost is 25 cents. However, if you pay by credit or debit card, there is an additional 15 cents processing charge. Nowhere on the meter does it mention this charge. That’s an additional 60% charge. If you pay your tax, water or sanitation bill on line or with a card there is a 3% charge. The meters no longer accept coins. The city could be honest and say that the parking charge is 40 cents. On the receipt, even though I am charged 40 cents, it shows 25 cents. If I paid 40 cents, I should have that amount shown on my receipt.
