Solar project will need review

A new solar farm project proposed at 108 Windsor Highway will need further review and redesign as a result of a survey map conflict brought forward during a public hearing at the New Windsor Planning Board meeting on Wednesday, October 26.

During the public comment period on Wednesday, resident Beverly Strack, owner of the property 114 Windsor Highway, approached the board with concerns regarding the layout of the site. After her review of the plans for the project at town hall, she discovered that the plans included her driveway and detached garage to be cleared along with a drainage culvert remediation that was to be completed. However, her land survey from 1986 countered those plans and shows both the driveway and her detached garage to be on her property. The additional culvert also poses a drainage concern for Strack. Strack, who has been a resident of the property for the past 36 years, has already sought legal advice and wished to have the issue addressed by the board and the applicant.

Arden Consulting Engineers, the firm representing the project had presented to the board the plans with additional foliage with trees 12 to 15 feet in height along with layout of fencing. The solar panels for the project would be placed on the proposed 13.12 acres along the hillside.

Following the closing of the public hearing, the representatives of the project addressed the board and stated they would be addressing the situation and would be working with Strack to remedy the situation and add additional screening if needed to meet her satisfaction.
