Proposed warehouse/distribution center makes initial appearance

The project known as “Teitelbaum Site Plan and Special Use Permit” appeared before the New Windsor Planning Board on Wednesday, November 9 with the proposed construction of a 200,000 square foot warehouse/distribution center on 79.80 plus or minus acres of land. The identified location for the project is at the property 321 Temple Hill Road.

Jay Samuelson, who represented Engineering and Surveying Properties on behalf of the applicant, stated to the planning board that the warehouse project includes construction on New York State Department of Environmental Conservation [DEC] wetlands that have been delineated and verified. Only 14.46 plus or minus acreage is proposed to be developed on the property. The applicant has requested a special use permit be granted for the project.

“The use of this building will be the storage of goods. This would be the goods that you would buy on an online large box retailer,” Samuelson said. “After the order is placed, this is one of the warehouses that your order would be sent to this warehouse has all the boxes for all of those different manufacturers that would box up that product and then ship it out to you.”

According to Samuelson, a proposed entrance for the site would come off Route 300, emergency access has been added to the site plan as per the New York State Fire Code, initial grading has been done and initial concepts for stormwater utilities have been worked on. Screening has also been included in this application to limit disturbance.

The planning board chairman commented that this project is proposed along a busy corridor in the town and the impact of traffic poses a hurdle for the application. In addition, the planning board will need time to review the project.

According to Samuelson, the applicant has hired an engineering firm to oversee the traffic concerns and has been in contact with Colliers Engineering and Design to address the traffic concerns. The current building on the property is also proposed to be demolished and the applicant has added 79 parking spaces to the site for employees.

MHE Engineering comments presented to the applicant shared that within the New Windsor town code, warehouses such as this are permitted by a special use permit which the applicant had requested. No additional variances are required for the application.

The board approved to circulate the project for lead agency as per revisions to the environmental assessment form [EAF] prepared by the applicant. The presented site plan is intended to remain as is according to Samuelson.
