Storage facility project returns to planning board

After a previous declaration of intent for lead agency and Architectural Review Board (ARB) approval by the Town of Newburgh Planning Board, the project known as MKJC Realty, LLC will need to review its plans and return for another session. Engineer John Queenan of Lanc & Tully, PC returned before the planning board on Thursday, November 2.

The proposed project, MKJC Realty, LLC, is a proposed 10,000 square foot two-story facility located along Route 32. The project is proposed to be built on a parcel of land in front of the Newburgh Elite Storage facility. The current site is located near the intersection of Route 32 and Route 300.

The changes to the site include retaining wall height changes, a stone wall that will run across the frontage of the site, landscape plan updates to meet the town’s standards and additional septic system locations have been adjusted. Other adjustments have been made to the driving patterns that would see one-way and two-way vehicle circulation at various points in the site. These changes came about with changes overall to the parking lot.
For ARB approval, the site mirrors the similar current gray and blue color scheme of the storage facility in the rear and a new sign will be used by both businesses instead of two separate ones. Future site signage would be determined based on the future tenant, and it was also noted that the two parcels are owned by separate entities. It was also reported the project did not have a tenant identified.

MHE Engineering has noted that the applicant should modify its Tree Removal Plan, the project would require percolation testing for its subsurface sanitary sewer disposal system design and specific septic systems should be clarified based on the type used. New York State Department of Transportation approval for utility connections is required, and the access easement for the use of a common driveway must be reviewed by the planning board attorney. Other technical comments would need to be addressed prior to a future submission of the site plans.

Patricks Hines of MHE Engineering noted that his office is awaiting a submission of a Stormwater Pollution Prevention Plan (SWPPP) from the applicant. Once the SWPPP is received, the plan can be submitted to the Orange County Planning Department. In order to be considered a complete application, this document must be submitted and included.
