Teitelbaum Temple Hill warehouse project returns

Temple Hill Road (Route 300) serves as a main corridor for most traffic in the Town of New Windsor and surrounding communities. A proposed project known as Teitelbaum Warehouse project will need to review traffic impacts and address other clean up items before returning to the Town of New Windsor Planning Board. Traffic impacts continue to be a concern for the planning board.

The project before the board is a proposed 200,000 warehouse for 132 employees built on a 79 acre parcel located at 321 Temple Hill Road. The project is located in the town’s planned industrial (PI) and limited commercial (LC) zoning districts. However, a potential warehouse tenant remains unannounced.

At the planning board meeting on Wednesday, October 25, Engineer Jay Samuelson of Engineering and Surveying Properties made the board aware that the stormwater pollution prevention plan (SWPPP) has been completed and submitted, conceptual improvements to the turning lanes and site entrance on Route 300 have been addressed and site layouts have been improved to address potential truck movements.

The corridor of Route 300 today serves as a historic corridor with The National Purple Heart Hall of Honor and New Windsor Cantonment State Historic Site located along the way. The planning board would like to see that the project aesthetically blend in with the surrounding area and neighbors.

Samuelson also noted for the project that renderings were being worked on and should be submitted to the board for their review and approval. Renderings of the building from the north and south directions were also requested, as that would be what traffic would be looking at along Route 300.

However, Route 300 corridor is a heavily traveled area in the town which draws concern on traffic impacts. Discussions between the applicant and the planning board have addressed the backups, time spent to turn into the road and also discussed what a traffic light would do for the project. Samuelson requested from the board that no positive declaration be declared and that he and his traffic consultant have the time to come up with options of how to resolve this concern.

MHE Engineering has noted in their comments that the applicant will need Orange County Health Department approval for water main extensions, an existing sewer main has been rerouted, and with proposed disturbance to wetlands in the area, correspondence with the New York State Department of Environmental Conservation would be helpful.
