Development planned for Five Corners

The Town of New Windsor Planning Board voted to designate the project known as Five Corners as an unlisted action and circulated for lead agency. The planning board also voted to schedule a public hearing for this proposed project to be announced at a later date during a recent regular meeting at town hall.

The proposed project would see the demolition and merger of the former Hess gas station along with the existing store fronts, identified as 420 and 422 Windsor Highway. The site sits adjacent to Walgreens storefront that would see a proposed beer garden and additional storefronts totaling 5,600 square feet. The project sites are adjacent to the Five Corners intersection. The project is located in the highway commercial (HC) zoning district which is a permitted use. Day Stokosa Engineering P.C. is undertaking the proposed project.

Features to the site include a one way, entrance and exit, new lighting, a potential new water connection, new green spaces and street trees and remediated sidewalks and curbing. The current renderings shown were fairly close to what is to be ultimately built, according to the engineer. Variances from the Zoning Board of Appeals have all been approved as well prior to the meeting.

Shawn Arnott of MHE Engineering noted in his comments that the applicant has added 30 parking spots to the plan, which meets town code requirements, the applicant would be revising the road curbs, and additional circulation to the water and sewer department was included. With the project near several state roads, the plan will need to be reviewed by the New York State Department of Transportation. The Orange County Department of Planning also will need to review the plan.
