On May 2, Town of Newburgh Justice Richard Clarino was awarded the 2022 Liberty Bell Award by the Orange County Bar Association. The award ceremony was part of the 2022 Law Day Ceremony held at the Orange County Courthouse in Goshen.

The Bar Association recognized Judge Clarino as the creator and proponent of the Orange County Centralized Arraignment Part (CAP), which was established by order of the New York State Chief Administrative Judge on September 30, 2021. For the first time in the history of Orange County, criminal defendants in custody are now brought to the Orange County Jail for arraignment with defense counsel present.

Judge Clarino highlighted and commended the contributions made by county and municipal officials including Town Supervisor Gil Piaquadio and Police Chief Bruce Campbell who were in attendance.
