NOTICE OF ANNUAL PUBLIC HEARING ON THE BUDGET AND

ANNUAL MEETING, SCHOOL DISTRICT ELECTION, SCHOOL DISTRICT

BUDGET VOTE AND LIBRARY BUDGET VOTE

NOTICE IS HEREBY GIVEN that the Board of Education of the Newburgh Enlarged City School District, Orange County, New York, will hold the Annual Public Hearing on the Budget in the Auditorium of the Board of Education/Library Complex, 124 Grand Street, Newburgh, New York, on Tuesday, May 21, 2024 at 7:00 P.M., for the purpose of presenting the budget document for the 20242025 School Year.

NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required for School District purposes during the 20242025 school year as prepared by the Board of Education and the amount of money which will be required for Library purposes during the 20242025 fiscal year, may be obtained by any resident of the District during the 14 days immediately preceding the Annual Meeting, Election and Vote, commencing May 7, 2024, except Saturday, Sunday or holidays, during regular school hours, 8:30 A.M. to 4:00 P.M., at each of the District's schoolhouses and at the Administrative Offices. The Budget will also be available at any public or free association library in the District and on the District website. A Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any budget of which it will form a part; and shall be posted on District bulletin board(s) maintained for public notices, as well as on the District's website.

NOTICE IS HEREBY FURTHER GIVEN that the Annual Meeting, including Election of Members of the Board of Education and Vote on the School District Budget, and Vote on the Library Budget will be held on Tuesday, May 21, 2024, between the hours of 12:00 Noon and 9:00 P.M., prevailing time, when the polls will be open for the purpose of voting by voting machine:

A. To elect six (6) members to the Board of Education as follows: Three members for three- year terms (July 1, 2024June 30, 2027); one member to fill the unexpired term caused by the resignation of Deborah Bouley, with a term commencing on May 21, 2024 and expiring on June 30, 2026; one member to fill the unexpired term caused by the resignation of Darren Stridiron, with a term commencing on May 21, 2024 and expiring on June 30, 2025; one member to fill the unexpired term caused by the resignation of Jerry Ryan Lamar, with a term commencing May 21, 2024 and expiring on June 30, 2025, Renee Greene also resigned and her term expires June 30, 2024.

B. To vote upon the appropriation of the necessary funds to meet the estimated expenditures for School District purposes for the 20242025 School Year.

C. To vote upon the appropriation of the necessary funds to meet the estimated expenditures for Library purposes for Newburgh Free Library for the 20242025 Year.

NOTICE IS FURTHER GIVEN that for the purposes of voting, the School District has been divided into nine (9) election districts and that an accurate description of the boundaries of these school election districts is on file and may be inspected at the Office of the Clerk on weekdays when school is in session, during regular work hours, 8:30 A.M. to 4:00 P.M., at the Administrative Offices, 124 Grand Street, Newburgh, New York.

NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District by no later than 5:00 P.M. on the 20th day preceding the School District Election, Wednesday, May 1, 2024. Such petitions must be signed by at least one hundred qualified voters of the District, shall state the name and residence address of each signer and the name and residence address of the candidate. Petition forms may be obtained at the Office of the School District Clerk on weekdays

when school is in session, during regular business hours, 8:30 A.M. TO 4:00 P.M.

NOTICE IS FURTHER GIVEN that the Board of Education of the Newburgh Enlarged City School District, Orange County, New York has fixed Saturday, May 4, 2024, between the hours of 10:00 A.M. and 4:00 P.M., prevailing time, as the date on which the Board of Registration shall meet for the purpose of preparing the register of the School District for each election district for the School District Election, School District and Library Budget Vote, to be held on Tuesday, May 21, 2024, at the Lobby of the Administration Building, 124 Grand Street, Newburgh, New York. Any person shall be entitled to have their name placed upon such register if they are known or proven to the satisfaction of the registrars to be then or thereafter entitled to vote. Persons whose registration to vote in other than school elections is current, pursuant to Section 352 of the Election Law, shall be qualified to vote without further registering with the School District's Board of Registration, as well as all persons who shall have previously registered for any annual or special district meeting or election and who shall have voted at any annual or special district meeting or election held or conducted any time during the 2020, 2021, 2022 or 2023 calendar years.

NOTICE IS FURTHER GIVEN that the register of voters so prepared including the names of military voters who submitted valid military voter registrations, shall be filed in the Office of the Clerk of the District and shall be open for inspection by any qualified voter of the District between the hours of 8:30 A.M. and 4:00 P.M., prevailing time, 14 days prior to the Annual School District Election, Budget Vote and Library Budget Vote. Said register will be open for inspection in each of the polling places during the Annual School District Election, Budget Vote and Library Budget Vote.

NOTICE IS FURTHER GIVEN that applications for early mail ballots and applications for absentee ballots for the Annual School District Election and Budget Vote and Library Budget Vote may be obtained at the Office of the School District Clerk, Administrative Offices, 124 Grand

Street, Newburgh, New York. The application for early mail ballot and absentee ballot must be received by the District Clerk no more than thirty (30) days and at least seven (7) days prior to the election if the early mail or absentee ballot is to be mailed to the voter or the day before the election, if the ballot will be picked up by the voter or the voter's designated agent set forth in the application, at the Office of the School District Clerk, and that a list of all persons to whom early mail ballots shall have been issued, a list of all persons to whom absentee ballots shall have been issued, as well as a list of all military voters to whom military ballots shall have been issued will be available in the said Office of the Clerk during regular office hours, 8:30 A.M. to 4:00 P.M., prevailing time, until the day of the Annual School District Election and Vote and Library Vote. Any qualified voter may file a written challenge of the qualifications as a voter of any person, whose name appears on any such list, stating the reasons for the challenge.

NOTICE IS FURTHER GIVEN that Military Voters who are not currently registered to vote may apply to register as a qualified voter of the District by contacting the District Clerk at 124 Grand Street, Newburgh, NY 12550; Telephone (845) 5633503 or email: mmccoynecsd.net to receive an application to register as a qualified voter of the District for the Annual Meeting on May 21, 2024. The Military Voter may indicate their preference for receiving the registration application by mail, by facsimile or email. The application to register must be received by the District Clerk no later than 5:00 P.M. on May 3, 2024.

NOTICE IS FURTHER GIVEN that Military Voters who are qualified voters of the District may obtain an application for a military ballot from the District Clerk at 124 Grand Street, Newburgh, NY 12550, Telephone (845) 5633503, or email: mmccoynecsd.net, by no later than 5:00 P.M. on May 6, 2024. The Military Voter may indicate their preference for receiving the application for a military ballot by mail, by facsimile or email. Military ballots will be mailed or otherwise distributed no later than 14 days before the election. Military ballots must be returned by mail or in person and received by the District Clerk by 5:00 P.M. on May 21, 2024.
