Amscan to close Town of Newburgh facility

Amscan, Inc., on Route 17K in the Town of Newburgh, has announced it will be closing prior to the end of 2024. The closure will affect 117 employees at the facility.

Amscan, Inc., a well-known manufacturer and distributor of party supplies and favors, was established in 1947. Its parent company is Party City Holdco Inc., headquartered in Woodcliff Lake, New Jersey. The current Amscan facility is located along one of the most traveled routes in the town for both commuters and residents. Interstates 84 and 87 are both near the facility, as is Route 300, another heavily traveled route.

New York State Department of Labor (NYSDOL) Public Information Officer Aaron Cagwin said the department has free resources to help any workers impacted by announced layoffs. Those resources include job search and networking tips; online learning through Coursera, an online course provider; resume assistance, access to career resources and access to career fairs.

The notice of announced layoffs comes from what is known as the Worker Adjustment and Retraining Notification (WARN) system.

According to the NYSDOL website, the WARN Act “requires covered businesses to provide early warnings of closures and layoffs to all affected employees, employee representatives, the Department of Labor, and Local Workforce Development Boards.” The act also requires notification to local officials, the local school district(s) and the municipalities’ emergency service organizations.

The NYSDOL website specifies that WARN notices do not need to be submitted to DOL if the business employs fewer than 50 full-time workers.

The total number of affected workers is 117. This is also the total number of employees. The closure start date is set for August 30, and its end date is given as November 29. Employees of Amscan are not represented by a union.

Amcan and Party City representatives did not repond to a request for comment.

Town Supervisor Gil Piaquadio has been made aware of the situation.

“I was saddened to hear that Amscan Inc., located in the Town of Newburgh, was closing, resulting in many employees losing their jobs,” said Piaquadio. “Rest assured, the New York State Labor Department is committed to providing comprehensive support to all Amscan employees during this challenging time. The town will also do whatever is possible to help these employees.”
