New York State Police Troop F’s Violent Gang Narcotics Enforcement Team arrested 12 people on felony drug and related charges following a months-long investigation involving multiple law enforcement agencies.
The investigation began in November 2025 and resulted in 46 felony charges during arrests Aug. 26-28. Agencies involved included the State Police Troop F and Troop K Community Stabilization Units, State Police Bureau of Criminal Investigation and uniformed officers in Montgomery, the City of Newburgh Police Department, Town of New Windsor Police Department and the FBI Hudson Valley Safe Streets Task Force.
Those arrested on felony drug charges were identified as William M. Ragland, 34, of Newburgh; Quran Nichols, 33, of Newburgh; Aaron Johnson, 31, of New Windsor; Kimori Herring, 26, of Marlboro; Caleb Peterson, 23, of New Windsor; Andrew Minor, 23, of Newburgh; Salvatore Boutureira, 48, of Shawangunk; Lindale Smith, 50, of New Windsor; Brandon S. Stennett, 32, of Newburgh; Myron L. Johnson, 34, of Poughkeepsie; and Keith M. Ross, 29, of Newburgh.
Most of the defendants were charged with multiple counts of criminal possession and criminal sale of a controlled substance in the third degree, both Class B felonies. Boutureira was charged with two counts each of criminal possession and criminal sale of a controlled substance in the fifth degree, Class D felonies.
Nichols also faces charges of criminal possession of a weapon in the second degree, a Class C felony; criminal possession of a firearm, a Class E felony; and criminal possession of a narcotic drug in the fourth degree, a Class C felony.
Ragland, Johnson, Herring, Peterson, Minor, Smith, Stennett, Myron Johnson and Ross were released on their own recognizance following arraignment. Nichols was held without bail at the Orange County Jail, while Boutureira was held without bail at the Ulster County Jail.
Joseph M. Alicea, 21, of Walden, was also arrested and charged with obstructing governmental administration in the second degree and resisting arrest, both Class A misdemeanors. He was released on an appearance ticket and is scheduled to appear in City of Newburgh Court Sept. 21 at 1 p.m.
